武汉郊区工业园与小城镇和谐发展研究 A Study on Harmonious Development between the Industrial Estates and Small Towns in the Suburbs of Wuhan City

【中文摘要】 小城镇是我国城市化进程中的主力军,尤其是位于大城市郊区的小城镇,借助城市工业经济的辐射带动,通过工业化推动城镇化发展,走在了城镇化发展的前沿,成为我国城市化进程中的重要组成部分。本文以郊区工业园与小城镇为研究对象,针对武汉市郊区工业园与小城镇两者之间,在发展中出现隔阂,互相孤立、各自为战的现象进行了研究。目前,国内针对工业园与小城镇两方面的研究主要集中在产业经济学、社会学、以及生态保护等领域,对两者结合发展的研究鲜有发表。本文在前人理论研究的基础上,采用理论研究—历史背景分析—方法探索—案例实证的研究方法体系,着重探讨在新的时代背景和社会经济条件下,工业园与小城镇和谐发展的新方式。首先,本文通过对郊区工业园和小城镇的理论综述,分析两者之间的相互关系,提出两者和谐发展的概念,指出两者的必然联系一直被我们所忽视,这也是现实中两者之间存在问题的主要原因;其次,本文对武汉市建国以来工业区发展的历史资料进行整理,对各个时期工业区的发展状况进行了总结,对比各时期工业区演变特征,总结出武汉郊区工业园与小城镇发展的经验与教训。在对现状问题的历史形成过程做扎实调研的基础上,提炼出武汉郊区工业园与小城镇“园区带镇”发展模式的工业城市化道路;再次,在历史的总结与启示下,创新地从郊区工业园与小城镇的空间布局、基础设施拓展、产业联动配置、管理体制调整角度,对两者和谐发展提出相关建议;最后,对实际案例调研、分析,在导师的指导下,应用上述两者和谐发展的观点,进行理论实证,对两者和谐发展的关系做出实际的应用,并给予总结和展望。

【英文摘要】 Small town is the main forces of the urbanization in China. Especially the small towns in the suburbs of big cities, by dint of driving force from the industrial economy of the big cities, along the path of industrialization pressing ahead with urbanization, get ahead of the urbanization, be the most inportment part of process of urbanization in our country. This paper targeted the industrial estates and the small towns in the subarbs of Wuhan city, carry on research to the question about the isolation and the gaps between the industrial estates and small towns in the process of development.At present, the research of the small towns and industrial estates focus on the Industrial Economy, environmental protection and management. There are less research about combination of them. On the basis of predecessor's reseach, adopt research method of classification of theory-historical analysis-explore mathod-case prove, this paper discuss the new mode about the harmonious development between the industrial estates and small towns in the suburbs in the new period. First, elaborate the theory about the the industrial estates and small towns in the subarbs, analyse the relationship between them, present a new point of view: the harmonious development between them, and both of them are neglected by us. Second, this paper arrange the date of Wuhan city since the founding of People's Republic, to sum up the development condition in every period, contrast the feature of industrial estates in every period, evolve the expreience and lessons of the industrial estates and small towns in the suburbs of Wuhan city. On the strong basic of history research, present the road of industrial urbanization and the mode of small towns promoted by the industrial estates. Third, under the lesson of history, this paper present some advice from the angle of spatial distribution、infrastructure expanding、industry distribution and management system about the harmonious development creativity. At last, under the guidance from my master, with a case to prove the the view as the paper present. Finally, sum up the main ideas and prospect the future.
