英国公务员培训制度及其对中国的启示
The Civil Servant Training System of Britain and Its Revelations for China
【摘要】 在新的世纪里,科技日新月异,各个国家的竞争也更为激烈。其中,人力资本是一个国家的重要财富,也是一个国家综合国力的重要组成部分。经济的发展要以人的发展为基础。人力资本是推动一个国家经济发展的主要动力,我国政府要提升国家综合国力、提高行政效率,必须全面提高政府公务员的综合素质。建设“服务型政府”,构建“和谐社会”,对公务员进行必要的培训就成为必需。本篇论文通过分析英国公务员培训制度的内容和特点,并结合中国公务员培训制度存在的问题,进行有针对性的比较和分析,找出我国公务员培训制度应该改进和完善的地方,提出一些合理化建议,进一步完善我国公务员培训制度,以提高公务员培训的质量,使公务员的能力得到更大的提高。
【Abstract】 In the 21st Century, new public management is widely spread these days. Every country is carrying out reform on administrative system. With the development of globalization, every country is trying to promote national comprehensive strength, and this will lead to more intensive competition. We realize that human capital is the national wealth and the important part of comprehensive national strength. Human capital plays important role in economic development and social advancement. The talent is the key source for our party and country's development. The strategy of reinvigorating China through human resource development is the foundation of building a harmonious society and realizing sustainable development, and it is the foundation for enhancing the Party's ruling capability and consolidating the Party's ruling position. The government should improve the ability and enhance the service awareness in the course of building a socialist market economy. It is very important for the government to promote the overall quality of civil servants if it wants to keep the high-efficiency of the job and enhance the service awareness. Civil servant training is the important channel to the civil servant capacity building and the construction of a powerful government.With the practice of civil servant training, we are less aware of the importance of the civil servant training, the content is very much behind the times very much, the way is simple, and the evaluation mechanism is imperfect. These directly affect the qualification of China’s public servant. So, it is urgently to complete the public servant training system and promote the overall quality of civil servants. The purpose of paper is trying to find out shortcomings of the civil servant training system of China and put forward some suggestions with comparing the contents and features of the civil servant training system of Britain. In this way, we can better the effect of the training and the overall quality of civil servants. The full paper is divided into three parts: The first part is "the description of the civil servant training system of Britain." In this chapter, mainly introduce the background, the status and effects and the legal status of the servant training system of Britain. Britain establish civil servant training system at the earliest, has specialized agency to manage all the details of public servant training. Civil servant training system plays a great role in civil service system, it is the absolutely necessary part of it. The British government introduced a law supporting on bettering the civil servant training system. The servant training system of Britain focus on practicability, specialized agency classified the activities of training. The form of training is versatile and flexible. They also have National Academy for Bureaucrats and some specialized training center to teach civil servants the skills they need to help run the country. Besides, the training system will evaluate the activities, make the activities being more scientific and pointed.The second part is "the feature of the civil servant training system of Britain." Britain established civil servant training system at the earliest, the system has its own features, the system focuses on the practical skills training and talent resource exploitation. The training agency participates in the competition through marketing operations, providing different service for all civil servants at different levels. The way of training is versatile and flexible, providing different training service for all civil servants at different levels. The content of training is comprehensive, emphasizing application, cultivating ability. The model of training system pursue being outstanding. All features make the civil servant training system having its own features, and being the great foundation for bettering the civil training system of Britain.The third part is "the civil servant training system of Britain and its revelation for China." Firstly, we will analyze the problems of the civil servant training system of China. The training system in China remains in its infancy, a lot of deficiency existing, they are as follows: backwardness of idea, lack of attention, being tedious in study and so on. By far, the training system urgently needs some relevant laws and regulations to guide the practice of training. And we also should pay more attention to the infrastructure construction and make more top talent devoting themselves to this field. The content and training method should keep pace with the development of the society. And we should learn more about the training effectiveness evaluation and try to make the results of evaluation are more convincingly.Secondly we try to get some revelations from the Britain training system for China. After the analysis of the features of civil servant training system of Britain, we come to the following conclusions. We should keep in mind that civil servant training is a kind of investment behavior, and it’s a long term job. We should focus on the servant’s practical skills training and stir up potential. Building more cultural establishments, establishing a compulsory training operating funs guarantee mechanism, building information network infrastructure, building up and perfecting the law and rule concerned with civil servant training, accelerating the process of the marketization of training agency, enriching the content and method of the training, establishing institutional guarantee for the training system, establishing the servant exam system and reinforcing the system of quality evaluation All these preparation work is necessarily to better the civil servant training system of China.
