技术创新与我国高新技术产品出口贸易问题分析
The Analysis on Issues of Technological Innovation and Chinese High-tech Products Export Trade
【摘要】 随着经济全球化进程的不断加快,技术创新在激烈的国际竞争中的作用日益明显,高新技术产品出口贸易已经成为各国外贸增长的引擎。20世纪90年代以来,我国技术创新与高新技术产品出口始终保持着高速增长的态势,但其中也存在着一些问题。本文基于国内外对技术创新和高新技术产品出口贸易问题的研究,采用规范分析与实证分析相结合,定性分析与定量分析相结合的研究方法,对技术创新和中国高新技术产品出口贸易的现状及其相关性进行了深入分析,找出中国高新技术产品出口贸易中的存在的问题,进而提出技术创新与促进中国高新技术产品出口贸易的应对措施,突出技术创新在我国高新技术产品出口贸易中的作用,为我国各企业提升自身竞争力提供借鉴,为我国解决高新技术产品出口贸易中存在的问题提供建议,促使我国名副其实的从贸易大国走向贸易强国。

【Abstract】 Since the 21st century , with the accelerating of the process of economic globalization ,the effect of technological innovation is increasingly obvious in the fierce international competition .In order to fight for the initiative of the world’s economic restructuring、have the majority market share of world’s high-tech products trade ,lot’s of developed countries and newly industrialized countries and regions have attached great importance to science and technology R&D and technological innovation to develop high-tech products export trade. In this paper ,based on the problems of technological innovation and high-tech products export trade at home and abroad ,through combining normative analysis and empirical analysis、qualitative analysis and quantitative analysis ,analyzing the issues of technical innovation and china’s high-tech products export trade. First ,on the base of the analysis of technological innovation and high-tech products export trade at home and abroad ,this paper put forward the writing reasons、meanings and purposes ,and analyze the relates concepts of technological innovation and high-tech products export trade by qualitative method ;Second ,this paper analyze Chinese technological innovation、Chinese high-tech products export trade and the relevance of these two by the method of empirical analysis ;Third ,focusing on the analysis of the structural problem、competitive problem、human capital problem、trade barriers problem、government policies、management and services problem existed in China’s high-tech products export ;Forth ,aimed at the promoting role of technological innovation to China’s high-tech products export trade ,this paper give the reason analysis、policy recommendations and its significance.First ,the preface described the reasons for writing this article、the practical significance、the theoretical significance、the purpose and the research methods of this article in detail by reading the many Chinese and foreign literature, and overview the meaning of technological innovation、the technological innovation features、the meaning of high technology and high-tech industries、the meaning of high-tech products, as well as high-tech products and high-tech products trade characteristics.The second part mainly analyse the current situation and the relevance of Chinese high-tech products and technological innovation product export trade . Chinese technological innovation current situation: human capital and R & D investment is not adequate; independent innovation capacity is not high;supply and demand of technological innovation is imbalance; the transfer of technology innovation support system is inadequate; technological innovation system is imperfect. the status quo of Chinese high-tech products export trade: the rapid growth in exports; exports have been expanding; export enterprises funded enterprises; exports mainly is the processing trade ;exports concentrated in computer and communications technology and electronic technology; exports concentration is conspicuous; exports international competitiveness enhanced each year. Correlation analysis mainly analysis the effect of Chinese independent innovation and foreign technology to China's high-tech product exports through the establishment of linear regression model: Yt = c1 + c2Xt-1 + c3Zt-1, including domestic and foreign authorized patents and China's high-tech product exports , using Eviews software, using ordinary least squares estimation ( OLS). The results showed that: both domestic and foreign granted patents affected China's high-tech products export trade , but foreign granted patents have more effect on China's high-tech exports trade than domestic granted patents which shows that there are a certain problems in Chinese technological innovation.The third part mainly analyse the problems of Chinese high-tech products exports trade: structural problems; competition issues; human capital issues; question of trade barriers; the Government's policy, management and service problems. This article analyse structural problems in terms of the technical structure, trade patterns, trade structure, export structure, exports, distribution of the target market ,and analyse trade barriers from the perspectives of intellectual property rights and technical trade barriers.The forth part mainly analyzes the technical innovation and the expansion of China's high-tech exports. First of all, from these two aspects of technological innovation can improving the international competitiveness of China's high-tech product exports and can optimizing the structure of China's high-tech product exports ,this article illustrate technological innovation can expand our country's exports of high-tech products; followed by specific policy recommendations of our country's technological innovation and expansion of high-tech products export: to strengthen the secondary technical innovation; to develop independent innovation; to specify export enterprises’dominant position of technological innovation; to improve the quality of human capital; to strengthen national policy support. Finally, sum up the significance of technological innovation and the expansion of China's high-tech product exports: laying the foundation for depth international division of labor and competitiveness after our country joining in WTO ; promoting our country's industrial structure; an effective way of our country from the large trading nations moving toward to trade power; helping to accelerate China's economic growth pattern.The fifth part made a brief summary for the writing of this article.
